Transcripts process can be a hassle and confusing as for me I didn't knew what exactly did it mean. Well it's exact meaning, as per Dictionary.com, is 'a written or printed version of material originally presented in another medium'. So in our context, it is a document which is a trusted version of marksheets and certificates issued by the University. (in short, attested photocopies of marksheets and certificates (issued by Unversity) or an attested document detailed the marks in each semester (issued by affiliated colleges)).
PROCEDURE FOR TRANSCRIPTS FROM MUMBAI UNIVERSITY
So let's start with the process required to get the transcripts from Mumbai University for Engineering graduates. This blog is specifically for WES application process. WES requires the below documents to be issued from MU.

1. If you are a graduate from MU after 2010, you are lucky as the process is simple.
a. Check the number of sets** of documents you need to have attested. Add one more set to that number, as those will be kept by the university for their record keeping purposes. (** A single set is a bunch of photocopied documents of marksheets and certificates of all semesters enclosed in an big envelope. So for a 4 year course, it will be around 9-10 photocopied documents per set.The address of the university you are applying or WES, in our case, should be written on the envelope).
b. Once you have the document sets ready, you can go to Mumbai University Office in Churchgate. (B Road, Church Gate, Mumbai, Maharashtra 400020, India) (10am -11:30 am Daily except on 2nd and 4th saturdays) with originals and the document sets.
c. Get the application form directly from the counter. Sample application form is shown below.
d. Fill the details and submit the form to the counter. Please note that the total documents for attestation/transcript excluding the MU record keeping set should be not be more than 25.
e. The officer will check the originals and compare it to the documents in the set and will provide the receipt for the submission. Charges usually range from 100-300 Rs. Receipt would look like below.
f. He will ask to check online for status on document readiness. Check the link below for the status and navigate to Attestion tab.

g. Once you see the status to Ready for Pickup, you can go to same location and pick up your documents. :) You are done with the process.
2. If you are a graduate before 2010, the process is tricky.
a. You would need to get a transcript document from the college you graduated in and affiliated to MU. This process would vary. I will describe the process in my college. SSJCOE.
i. First thing first, create a word document. with the transcript information. My College will only stamp and sign the transcript. You have to type in the content and verify it with the admin person responsible.
ii. Sample document is shown below. Input your marks in the relevant sections.

Some guidelines that may help
you evaluate the transcripts
1. The duration of the lecture
is 60 minutes.
2. The course work is
prescribed by the University of Mumbai.
3. All the
examination papers and marks are awarded by the University of Mumbai.
4. Semester System of the B.E.
Degree course is conducted on semester system with 6 semester
spread over four academic years. The duration of which each semester is 16
weeks.
5. Successful candidates at
semester 1, 3, 5, 7 will be declared to have passed the examination and there
will be no class awarded to the candidates based on these marks.
6. The University of Mumbai
does not follow Grade Point Average (GPA) marking system.
7. Class is awarded by the
University of Mumbai to the students at the end of each year, according to the
following scheme.
Distinction - 70 percent and
above
First Class. - 60 percent and
above and below 70 percent
Second Class - Above 50 percent
and cleared the year in first attempt but below 60 percent.
Pass Class - Above 40 percent
and cleared the year in two or more attempts but below 50 percent
Fail - below 40 percent.
8. Each student has to appear
for at least one written test during the term. Report on experiments (at least
from the list of suggested experiments) and assignments along with a graded
answer paper shall be submitted as term work.

iii. Once verified with the admin, buy College letterheads which they sell for 5 rs each. print the above document on to the letter head and get the college stamp and signatures accordingly. Make 2 copies. They will keep one copy for their record keeping purposes.
iv. Once you received the transcript document, you can follow the steps from a to g and submit the transcript document along with the sets.
PROCEDURE FOR MSBTE (Diploma in Engineering) Transcripts -
As per WES, below is the document requirement
To assure I dont get a rejection, I applied for both transcripts and Authentication of Marks from MSBTE -
Procedure to create the document sets is the same the one described above for Engineering. However, you would have to go to Bandra Office - 2nd Floor, Govt.Polytechnic Building, 49, Kherwadi Rd, Sub-region, Kherwadi, Bandra East, Mumbai, Maharashtra 400051, India to apply for both Authentication of Marklists and Transcripts.
However, if you need only transcript for any other purpose, you can apply for it online through https://education.mahaonline.gov.in. Select Transcript and follow the steps as stated. It is pretty simple except for the upload size which have to be between 7kb to 100kb each. You can check the status of the application on the portal. You always have an option to pick up or have it delivered.
Charges range in 1000 - 2000 rs. You can call them in the numbers shown below to ask whether the documents are ready.
